Business and Noninstructional Operations

Transportation
No student shall be required to be transported for any reason without the written permission of the student's parent/guardian, except in emergency situations involving illness or injury to the student. (Education Code 35350)

Means of Transportation

To provide transportation services, the Governing Board may purchase, rent or lease vehicles; contract with a common carrier or municipally owned transit system; contract with responsible private parties including the parent/guardian of the student being transported; and/or contract with the County Superintendent of Schools. (Education Code 35330, 39800, 39801)

In contracting for transportation services, the district shall comply with all applicable laws related to bids and contracts. (Education Code 39802- 39803)

Operations

1. School buses may be used for school purposes and district recreation programs only.

2. School buses shall be driven by certified drivers.

3. Due to both safety factors and maintenance costs, school buses shall travel only on paved roads for regularly scheduled routes.

4. If at all possible, routes shall be arranged so that the time that students are required to ride on the bus is limited to a maximum of 45 minutes.

Management and Control

1. Assistant Superintendent of Business Services

The general management and control of the district transportation program shall be handled by the Assistant Superintendent, who is responsible to the Superintendent.

2. Maintenance, Operations, Transportation and Construction Director

The specific management and control of the district transportation program shall be handled by the M.O.T.C. director, who is responsible to the Assistant Superintendent of Business Services

3. Supervisor/Discipline

The school principal and M.O.T. director shall be responsible for supporting the authority of the bus driver, helping parents/ guardians provide the necessary supervision at bus stops, handling severe disciplinary problems, and suspending or denying transportation to students.
