Board Bylaws

President
The president shall preside at all Governing Board meetings. He/she shall:

1. Call the meeting to order at the appointed time;

2. Conduct all meetings and hearings of the Board, public and executive; (DB 050)

3. Announce the business to come before the Board in its proper order;

4. Enforce the Board's policies relating to the order of business and the conduct of meetings;

5. Make all decisions as to the procedure to be followed in any meeting of the Board; (DB 050)

6. Recognize persons who desire to speak, and protect the speaker who has the floor from disturbance or interference;

7. Explain what the effect of a motion would be if it is not clear to every member;

8. Restrict discussion to the question when a motion is before the Board;

9. Rule on parliamentary procedure;

10. Put motions to a vote, and state clearly the results of the vote;

11. Call special meetings; (DB 050)

12. Make such appointments to committees and select such Board representatives as may be required from time to time; (DB 050)

13. Sign official district documents that require the signature of this office; (DB 050)

14. Perform such other duties as may be prescribed by law or Board action. (DB 050)

The president shall have all the rights of any member of the Board, including the right to move, second, discuss, and vote on all questions before the Board.

When the president resigns or is absent or disabled, the clerk shall perform the president's duties. When both the president and clerk are absent or disabled, the Board shall choose a president pro tempore to perform the president's duties.
